BEIJING—Russia’s prime minister signed a set of agreements with China on Wednesday during a trip to Beijing, describing bilateral ties at an unprecedented high, despite criticism of their relationship in the West as the war in Ukraine drags on. Prime Minister Mikhail Mishustin, the highest-ranking Russian official to visit Beijing since Moscow sent thousands of troops to Ukraine in February 2022, held talks with Chinese leader Xi Jinping and Premier Li Qiang. Putin Stations Tactical Nuclear Weapons in Belarus, Raising Alarm From White House

Russian President Vladimir Putin earned fresh condemnation from President Joe Biden’s administration on Thursday after moving forward with a plan to station tactical nuclear weapons in neighboring ally Belarus. Putin first described plans to move tactical nuclear weapons to Belarus in March. On Thursday, Belarusian President Alexander Lukashenko told the Russian state-owned news outlet Sputnik that the tactical nuclear deployment had begun. The deployment marks the first time Russian tactical nuclear weapons have been deployed outside of Russia since 1991 after the dissolution of the Soviet Union. Russian Defense Minister Sergei Shoigu said that Russia has armed Belarus with Iskander-M missiles, which are hypersonic missiles that can carry conventional or nuclear warheads. He also said Russia had transferred some Su-25 aircraft that have been converted to be able to launch nuclear weapons....

Biden Admin Investigating Whether US Equipment Was Used in Rebel Attack Inside Russia

President Joe Biden’s administration and the U.S. Department of Defense are investigating whether U.S. equipment was used during a cross-border raid into Russia earlier this week. On Monday, a pair of paramilitary groups crossed the border from Ukraine into Russia’s western Belgorod region to sow chaos inside Russia’s borders. The paramilitary fighters identified themselves as members of Liberty of Russia Legion and the Russian Volunteer Corps, two groups of self-described Russian nationals who say they oppose the current government under Russian President Vladimir Putin. Russian officials have claimed to have repelled the apparent rebel groups. Unverified photos and videos posted on social media showed the paramilitary forces appearing to use several HMMWVs (“Humvees”) and MaxxPro Mine Resistant Ambush Protected (MRAP) vehicles, which are produced by American companies General Motors and Navistar Defense, respectively. Greece’s Ruling Conservatives Win Vote but Fall Short of Majority

ATHENS—Greece’s ruling New Democracy party stormed to a crushing victory in a parliamentary election on Sunday but fell just short of the threshold needed to form a government on its own, making a runoff election in a month more likely. With most votes counted, conservative New Democracy took a commanding lead of 40.8 percent, trouncing the radical leftist Syriza, which governed from 2015 to 2019, which polled 20.1 percent. Greece’s interior ministry projected New Democracy could win 145 seats in parliament, six short of an absolute majority. Plane Crashes in Croatia, Rescuers Search for Crew

SARAJEVO—Rescuers found the remains of a light aircraft that crashed on Saturday in the mountainous region of the northwestern Croatia but could not confirm if any crew members were found, the HINA state news agency reported. The search for the “Cirrus 20” aircraft that went off radar after noon during a flight from the Slovenian town of Maribor to the Adriatic city of Pula was conducted by a 120-strong rescue team in the forests of Lika-Senj. Army helicopters and drones were sent to search the area suspected of being mined during the war of the 1990s, local media reported. Rescuers said they did not know how many persons were on board of the Dutch-registered aircraft....
